Bankless discusses controversy over excess Zcash development funding

Bankless published an article discussing the continued expansion of the funding scale of Zcash’s development grant program, with the estimated net funding size currently around $125 million, far exceeding current spending needs. Zcash co-founder and current Tachyon head Sean Bowe has put forward a draft proposal suggesting ending the current 8% block reward allocated to ZCG in a future network upgrade.

Regarding the development funding mechanism, the community has already seen four proposals, respectively involving ending ZCG grants, eliminating the entire development fund grant mechanism, or gradually reducing the grant ratio to zero. Supporters believe that the current mechanism causes funds to continue accumulating as ZEC prices rise, while ZCG is not directly controlled by token holders; opponents, however, worry that cutting development funding without an alternative plan could affect the protocol’s subsequent development and maintenance. All proposals are still at the discussion stage and have not yet been finalized.

In Zcash’s current block reward allocation, 8% flows to Zcash Community Grants (ZCG), which is managed by a five-person committee. Sean Bowe’s draft proposes redirecting this portion to the Network Sustainability Mechanism (NSM) while keeping ZCG’s existing treasury so it can continue making grants from it.

The funding estimate is based on ZCG’s public dashboard data (about 91,453 ZEC and cash, minus unpaid grants), which comes to about $125 million in net value at roughly $1,300 per ZEC. Bankless points out that, at the current spending pace, this treasury could cover years of needs, while the ongoing inflow grows as ZEC prices rise.

Other community proposals include ending the entire development fund (including the 12% holder-controlled portion) or gradually reducing the percentage to zero over successive halving cycles. These proposals are all still at the discussion and draft stage and have not yet entered a specific network upgrade plan.
