Binance to Close French User Accounts on December 31 for Lack of EU MiCA License

According to Cryptoast, because it failed to obtain regulatory authorization under the European Union’s Markets in Crypto-Assets Regulation (MiCA), Binance announced that it will close user accounts in France (Binance France) on December 31, 2026, and stop its business in France. The deposit function is currently unavailable.

Starting November 29, accounts that still hold assets will be charged a monthly management fee of 0.025%, with a minimum charge of 10 USDC. The first deduction will be made within 3 days after November 29, and the second after December 24. Fees will be deducted from USDC first, and if insufficient, from other crypto assets. Accounts that withdraw everything before November 29 will be exempt from the fee.

Assets not withdrawn after December 31 may be regarded as inactive accounts and may be converted, transferred, or otherwise handled. Users may actively close their accounts and withdraw at any time. This arrangement is for Binance France entity accounts.

Because it failed to obtain MiCA regulatory authorization, Binance announced that it will close Binance France user accounts on December 31, 2026, and stop its business in France. The deposit function is currently unavailable. Starting November 29, accounts that still hold assets will be charged a monthly management fee of 0.025%, with a minimum of 10 USDC.

On the regulatory side, MiCA has applied to crypto-asset service providers since December 30, 2024, and France’s transition period ended on June 30, 2026. Binance’s previous application in Greece was withdrawn, and it did not obtain authorization before the deadline; the French AMF has removed it from the PSAN list. Starting July 1, French users can only close positions and withdraw, and cannot open accounts, deposit, or trade.

Compared with other EU countries, France is this time a clear closure of local entity accounts and the charging of management fees. The similarity is that services are restricted because MiCA authorization was not obtained; the key difference is that France set a December 31 closure date and began charging dormant accounts from November 29 to push users to transfer assets. Assets not withdrawn after December 31 may be regarded as inactive and may be converted or transferred.

For French users, they need to complete withdrawals before November 29 to avoid fees and complete all transfers before December 31 to avoid having their accounts handled. For Binance, its business in France will stop, but other regions of the global platform are not directly affected. For regulation, this move reflects the exit arrangement for entities that did not obtain authorization after the end of the MiCA transition period.
