White House Accuses China's Moonshot of Stealing Claude Fable Technology

Michael Kratsios, Director of the White House Office of Science and Technology Policy, accused Moonshot AI of conducting thousands of queries on Claude Fable through a hidden platform and using distillation technology to develop the Kimi K3 model to evade detection.

Moonshot also acquired restricted NVIDIA GB300 servers and trained them via servers in Thailand to circumvent U.S. export controls.

U.S. officials support the development of free and fair AI but condemn such large-scale covert replication as theft, echoing Treasury Secretary Scott Bessent's warning of sanctions.

Moonshot has previously risen rapidly with its Kimi series models, and the alleged distillation of Claude Fable continues the path of some Chinese AI labs accelerating their catch-up through large-scale API queries and knowledge extraction. Previous similar cases include attempts at reverse engineering other cutting-edge models.

In terms of capital and resource pathways, Moonshot has obtained GB300 servers through third-party channels despite facing U.S. chip export controls and deployed training in Thailand and other locations, reflecting that in the context of U.S.-China tech decoupling, circumventing to acquire computing power and technology has become a key resource mobilization method to maintain competitiveness, motivated by the need to quickly narrow the gap with leading players like OpenAI/Anthropic.

This incident is reminiscent of the intellectual property disputes in the semiconductor field between the U.S. and China in the 2010s, as well as recent accusations against several AI labs for data/model extraction. The current Chinese AI industry is at a stage of seeking breakthroughs through technological substitution and resource restructuring under regulatory pressure.

Structural Judgment: Essentially, this belongs to technological substitution and industrial chain restructuring. The U.S. accusations highlight that the capabilities of cutting-edge models have become a new strategic asset, while the accused party's use of distillation for low-cost replication reflects the mechanism of the industrial chain transitioning from reliance on imported high-end chips and closed-source models to localized knowledge extraction and multi-regional computing networks under regulatory barriers. This confrontation is accelerating the reorganization of the global AI supply chain.

  1. The stricter the blockade, the faster the circumvention innovation.

  2. In the face of technological barriers, distillation is more realistic than training from scratch.

  3. Intellectual property is a weapon, but also a double-edged sword; today it defends against others, but tomorrow it may defend against oneself.
