Cloudflare Launches Wallets to Provide Identity and Payment Infrastructure for AI Agents

Cloudflare has announced the launch of Cloudflare Wallets and cloudflare.pay, aimed at providing payment and identity infrastructure for AI agents to autonomously purchase APIs, content, and other digital services within a controlled environment.

The new system includes two modes: account wallets for funding, managing stablecoins, and allocating budgets for agents, and virtual wallets driven by API keys, supporting consumption limits, whitelists, and single transaction caps as safeguards.

Cloudflare has also integrated the wallets with the Monetization Gateway and the x402 micropayment protocol, providing readable identity identifiers through cloudflare.pay to help merchants identify the users or organizations behind the agents.

Cloudflare's move is not just a single product update, but rather a breakdown of "agent commerce" into four layers: identity, authorization, payment, and settlement, aligning with the strategies of Visa, Stripe, Coinbase, Amazon Bedrock, and others around x402, TAP, and Agentic Wallets by 2026, indicating that the agent economy has entered a phase of infrastructure competition.

Similar cases can be compared to Cloudflare's earlier launch of Pay per Crawl: it first monetized "crawler access" into billable traffic, and now it is turning "agent purchases" into controllable transactions, with the logic of remonetizing previously free internet interactions.

In terms of capital pathways, Cloudflare is pursuing a closed loop of "identity + payment + merchant tools": issuing readable identities to agents, providing users with restricted wallets, and granting merchants verification and payment capabilities, effectively upgrading AI agents from "visitors" to "settlement entities," similar to the moment Stripe standardized internet payments and competed for interface positions.

Essentially, this represents a restructuring of the industrial chain: the internet is shifting from "human-oriented login—payment—purchase" to "agent-oriented authorization—budget—transaction," with the underlying mechanism being that agents need verifiable identities and programmable funds to compare and procure across APIs and services; otherwise, they remain at the chat layer.

  1. The entry point of the agent economy is not the model, but wallets and identities.

  2. Only by pricing free interactions can agents be turned into buyers.

  3. Whether AI agents can spend money determines if they are economic entities.
