Binance: Replenishment of stolen assets rises to 90%; 100% full reserves achieved for 10 major tokens; withdrawals still scheduled to resume on November 1

According to Binance’s official announcement (Security Incident | Recovery Update #3, published on 2026-10-31), the replenishment ratio for stolen assets has increased from about 80% previously to 90%. The company had previously set aside more than $6.34 billion of its own funds to cover losses from this security incident. At present, BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC have all achieved 100% full reserve backing.

The sources of the replenishment funds include part of the SAFU user asset protection fund (expected to be deployed within the next 24 hours), part of the derivatives insurance fund (the remaining balance is retained in accordance with regulatory requirements), and the company’s own funds. The roughly 10% of assets that have not yet been replenished are all other tokens outside the above 10 tokens; because they are relatively less liquid, acquiring the required amount may take longer. Binance is continuing to buy back the remaining assets through market and OTC channels and is working with industry partners to complete the remaining acquisitions.

A new Proof of Reserves (PoR) snapshot was completed at 2026-10-31 00:00 (UTC, which is 08:00 on October 31, Beijing time), and the relevant data has been updated on the official website. Zero-knowledge proof generation is expected to take 40 to 50 hours, and the full proof is expected to be provided on 2026-11-03 (UTC). At that time, holders of the above 10 tokens will be able to verify for themselves whether their assets have received at least 1:1 full reserve backing.

Binance reiterated that it will fully bear the financial losses caused by this theft, rather than the users bearing them. The restoration of withdrawal services is proceeding according to plan and is expected to resume on November 1; specific arrangements will be announced separately after confirmation. The company also pledged to replenish the SAFU fund to approximately $1 billion.

This update shows that within about two days after the incident, Binance raised the coverage ratio from 80% to 90%, and brought 10 major assets up to 100%, a pace faster than some market expectations. The remaining 10% consists of low-liquidity tokens, so the pace of additional purchases is constrained by market depth, but the company has made clear that it will absorb all losses with its own funds, SAFU, and the derivatives insurance fund, rather than passing the risk on to users. The PoR snapshot and the upcoming zero-knowledge proof provide users with verifiable reserve transparency; the withdrawal target still points to November 1, and further attention should be paid to the official confirmation of the specific restoration arrangements and the release of the full proof. User fund safety statements and replenishment progress are subject to the official announcement, and users holding the relevant assets are advised to verify the reserve data themselves at that time.
