Binance Accelerates Compliance Expansion in Asia, Aiming for 3 Billion Users by 2030

Binance co-CEO Richard Teng stated that the company is accelerating its license applications in Asia, building on its presence in Japan and India, and entering the local market through a partnership with Philippines' BlockShoals Technologies.

Teng clarified that the EU's withdrawal of the MiCA license application in Greece was due to approval delays rather than a strategic shift. Currently, about half of the approximately 740 million global crypto users are Binance users, with over $300 million invested in compliance annually.

In terms of market mechanisms, the allocation of compliance resources towards Asia is driving local capital inflows into the Binance ecosystem. The trend of traditional financial assets being tokenized and brought on-chain is accelerating, and the expansion of the platform's user base is attracting more institutional and retail funds to leading exchanges.

Binance previously withdrew its application for a license in Greece due to approval issues, demonstrating a strategy of maintaining a global presence through regional adjustments and ongoing communication. The emphasis on accelerating expansion in Asia and collaboration with the Philippines continues its "compliance-first, multi-regional penetration" strategy.

In terms of capital, the platform invests over $300 million annually in compliance, with a quarter of its staff dedicated to related work. Through the SAFU fund and reserves, it aims to enhance trust, targeting to increase users from the current approximately 370 million to 3 billion by 2030, focusing resources on obtaining licenses in Asia and building tokenization infrastructure.

Similar to Coinbase's shift towards compliance expansion under regulatory pressure and the localized strategies of OKX and Bybit in Asia, Binance is currently in a control phase of global crypto exchanges, transitioning from compliance defense to proactive infrastructure development.

This essentially reflects regulatory changes: the tightening of global regulations is pushing exchanges to concentrate pricing power among the most compliant leading platforms, while accelerating the tokenization of traditional assets, driven by user education and institutional participation.
