1、The first thing to clarify is who actually founded The Times of Israel. It was not, strictly speaking, a one-founder company. It emerged from David Horovitz’s editorial concept combined with Seth Klarman’s startup capital.

The Times of Israel, or ToI, launched in February 2012 as a Jerusalem-based, digitally native news organization covering Israel, the Middle East, and the global Jewish world. Its own corporate description identifies David Horovitz as founding editor and Seth Klarman as his U.S.-based capital partner. Horovitz controls editorial content; Klarman supplied capital and initially served in the chairman role, while both men publicly emphasized from the beginning that Klarman would not control editorial decisions.

The distinction matters. Horovitz is best understood as the product initiator, architect of the editorial model, central brand personality, long-term editor, and principal journalistic decision-maker. Klarman was the startup financier, credibility backer, and network provider.

Klarman’s own account says Horovitz approached him and asked him to invest in his new English-language online newspaper. In other words, this was not a financier deciding to create a publication and then hiring an editor. It was a veteran journalist seeking patient capital to turn an editorial vision into an institution.

2、ToI’s real market is not simply the Israeli domestic news market. It operates at the intersection of three transnational information markets.

The first is Israeli politics, security, diplomacy, and society.

The second is the enormous English-language demand for news about Israel and the Middle East in the United States, Britain, Canada, Australia, and elsewhere.

The third is the global Jewish Diaspora’s continuing demand for information and connection with Israel.

That is why ToI defines its coverage geographically and socially around Israel, the Middle East, and the Jewish world, and presents itself as a venue linking Israel with Jewish communities abroad.

Strategically, Horovitz did not try to enter the already mature Hebrew-language mass-market newspaper business head-on. His scarce professional asset was something different: decades of experience explaining Israel to an English-speaking audience from inside Israel.

ToI therefore represents the digital commercialization and institutionalization of that expertise. This is an analytical inference from Horovitz’s career and the product he chose to build.

3、The most important feature of ToI’s business model is that it has avoided putting its core journalism behind a hard paywall. Instead, it combines free reach, advertising, voluntary reader support, vertical products, and a partnership network.

At launch, Horovitz and Klarman were reported to be the two investors. The company was described as theoretically for-profit, with an objective of eventually reaching break-even. Klarman expected to fund it until it became self-sustaining and said any profit he personally received from the investment would go to charity. The size of his investment was not disclosed.

In 2019 ToI introduced The Times of Israel Community, asking readers to support the newsroom from roughly $6 per month without imposing a conventional hard paywall. Members received an ad-reduced or banner-ad-free experience and special benefits. The Community model remains active in 2026. ToI also continues to sell on-site advertising, newsletter promotions, podcast audio advertising, and social-media promotion.

The resulting funnel is roughly:

free journalism creates reach → reach creates advertising inventory and brand authority → high-affinity readers become paying supporters → newsletters, podcasts, blogs, video, and local media partnerships deepen the relationship.

4、Horovitz’s most valuable personal asset is not one book or a financial portfolio. It is a rare professional position built over more than four decades: explaining Israel in English while remaining deeply embedded in Israel itself.

He did not come from finance, technology, or politics and then decide to enter the media business. Almost his entire adult career has been spent in English-language Israeli journalism. After immigrating to Israel in 1983, he worked at The Jerusalem Post, then The Jerusalem Report, returned to lead The Jerusalem Post, and only after roughly three decades of experience founded ToI.

His role is therefore closer to:

founding editor + editorial brand + political interpreter + talent organizer + node in the global Jewish public conversation.

As of August 2026, he continues to publish frequent commentary on Benjamin Netanyahu, Hamas, the war, elections, governance, and Israeli democracy. He has not become a passive founder who merely owns equity.

5、Horovitz’s family history is deeply connected to German Jewry, Nazi persecution, refuge in Britain, and postwar Jewish life in London.

Reliable biographical sources give his birth as August 12, 1962, in London. He immigrated to Israel in 1983.

In Horovitz’s own writings about his ancestry, his great-grandfather, Rabbi Markus Horovitz, was an important Orthodox rabbi in Frankfurt and founded the Borneplatz Synagogue in 1882. David’s grandfather Abraham, his father, and his father’s siblings were born in Frankfurt.

The family embodied a characteristic tension among prewar German Jews: strong Orthodox Jewish identity combined with loyalty to Germany. Horovitz recounts that his grandfather served in the German Army during the First World War, was wounded, received the Iron Cross, and later became a lawyer.

Under Nazi rule, the assumption that citizenship and patriotic service could protect the family collapsed. They fled to Britain in 1937. The synagogue founded by his great-grandfather was burned during Kristallnacht in 1938.

These were inherited memories rather than Horovitz’s personal childhood experiences. Yet he continues to write about Frankfurt, Jewish refuge, antisemitism, and Israel’s role as a refuge for Jews. It is therefore reasonable to infer that the historical lesson that Jewish security cannot be permanently outsourced to the goodwill of other societies forms part of the background to his strong Zionism. That is an interpretation based on his family history and later writing, not a direct one-sentence causal claim by Horovitz himself.

6、His upbringing is better understood as one with substantial religious, professional, and communal cultural capital than as a classic impoverished-refugee narrative.

After fleeing Germany, the family became rooted in northwest London, particularly the Golders Green/Hendon Jewish environment. Horovitz recalls walking from Hendon to visit his grandmother in Golders Green on Shabbat.

He attended a Jewish high school in the Camden Town area. He has recalled occasional conflict with pupils from neighboring non-Jewish schools and an underlying sense of antisemitism.

Detailed public information about his parents’ occupations, household income, property, and precise British social class is limited. It would therefore be unjustified to classify the family confidently as “middle class” or “upper-middle class” in a strictly economic sense.

What can be said is that a family containing a major rabbi and a lawyer, rooted in an established London Jewish community and able to provide Jewish schooling, possessed considerable religious, cultural, historical, and community capital.

7、Horovitz received formal professional training in journalism, although the public record does not clearly establish the institution and exact degree classification.

A Jewish Standard profile states that he began his career with “a journalism degree from a college in Wales.” The institution and precise degree level are not consistently established in reliable public sources, so it would be inappropriate to identify a specific university by inference. Public information is limited.

The point is nevertheless important. Horovitz was not primarily a political activist who later became a journalist; journalism was his chosen professional track from the outset.

His broader intellectual development appears to have come from a combination of British-style English journalism, inherited European Jewish history, and decades spent inside Israel during wars, terrorism, peace negotiations, political crises, and disputes over Israel-Diaspora relations.

8、The first structural turning point in his adult life came in 1983, when he made aliyah at about 21 and permanently moved to Israel.

Horovitz immigrated in 1983 and served in the Israel Defense Forces Education and Youth Corps.

The move changed more than his address.

He went from being a British Jew observing Israel to an Israeli citizen living inside the country, while retaining English as his principal professional language. That created a valuable dual position:

his political and social experience was internal; his language and much of his audience were international.

This “inside Israel, explaining outward” role would become the central theme of his work at The Jerusalem Post, The Jerusalem Report, and ultimately The Times of Israel.

9、The Jerusalem Post was effectively his professional school; The Jerusalem Report was where he first developed the skills of institutional editorial leadership.

Biographical material indicates that Horovitz worked at The Jerusalem Post from 1983 to 1990. He therefore entered one of Israel’s most important English-language news organizations almost immediately after immigrating.

He subsequently worked at The Jerusalem Report, becoming its editor in 1998 and publisher in 2001.

His identity evolved from reporter to commissioning editor, organizational leader, and public representative of a news institution.

After Prime Minister Yitzhak Rabin was assassinated in 1995, Horovitz edited and co-wrote the Jerusalem Report team’s biography Shalom, Friend: The Life and Legacy of Yitzhak Rabin. It won a U.S. National Jewish Book Award for Non-Fiction and was published internationally.

The project also revealed a theme that would continue throughout his career: treating Israel not merely as a sequence of events, but as a continuing problem of Jewish statehood, moral choice, security, democracy, and historical survival.

10、The period between 2000 and the Second Intifada marked a major evolution in his public political outlook.

Horovitz published A Little Too Close to God: The Thrills and Panic of a Life in Israel in 2000 and Still Life with Bombers: Israel in the Age of Terrorism in 2004. ToI still lists both among his principal books.

Contemporary discussion of the first book generally treated him as a liberal Israeli sympathetic to the peace process. The second emerged after the failure of the Camp David process and during the Second Intifada and mass-casualty terrorism.

By 2014, speaking at Shalem College, Horovitz described himself as part of Israel’s “confused middle ground.” He argued that the longer one lives in Israel, the harder simple answers become, while emphasizing the importance of robust democracy, political pluralism, and the ability of journalism to challenge power.

It is therefore misleading to reduce him to a conventional left-right label.

His earlier worldview was clearly influenced by Rabin, the peace process, and liberal-democratic Zionism. The Second Intifada strengthened his focus on security risks and hostile actors. Yet this did not turn him into an unconditional supporter of Netanyahu or the Israeli right. His 2026 commentary continues to criticize Netanyahu’s government, wartime decision-making, governance, and threats to democratic norms.

11、Serving as editor-in-chief of The Jerusalem Post from 2004 to 2011 was effectively Horovitz’s preparation for becoming a media entrepreneur.

He became editor-in-chief in October 2004 and remained in the post until 2011.

That job supplied three forms of capital he would later need:

experience running a mature English-language newsroom;

relationships throughout global Jewish institutions, diplomatic circles, Israeli politics, policy networks, and international media;

and firsthand knowledge of the product and commercial limitations of traditional English-language Israeli newspapers.

The 2012 launch of ToI was therefore not an inexperienced startup leap. It was the transfer of capabilities Horovitz had developed in legacy media into a web-only, internet-native news product without a print distribution legacy.

12、The real startup process began before the 2012 launch, with Horovitz leaving legacy media, establishing a legal entity, and finding patient capital.

Public corporate data show that ToI’s operating company, ZMANEI YISRAEL LTD, was incorporated as an Israeli private company on May 4, 2011. It remained active as of 2026, with 2025 shown as the latest filed annual-report year in publicly available databases. ToI itself confirms Zmanei Yisrael as its registered corporate name.

The company therefore existed before the website officially launched.

Horovitz then approached Seth Klarman, co-founder of the well-known value-investment firm The Baupost Group and a major participant in American Jewish philanthropy and pro-Israel organizational networks. The Forward examined Klarman’s background in detail when ToI launched.

Klarman explained that his interest was shaped by post-9/11 concerns about terrorism, radical Islam, attempts to delegitimize Israel internationally, and the role of journalism in shaping public understanding. At the same time, he said editorial decisions belonged to Horovitz and the newsroom.

An important distinction follows:

Klarman’s political, philanthropic, and pro-Israel network is relevant to understanding ToI’s capital background. But there is no reliable evidence that Baupost itself manages ToI as a portfolio company, nor is it valid to infer from Klarman’s philanthropy that he controls individual stories. The founders publicly described a separation between capital and editorial responsibility.

13、The initial and current ownership structure is one of the least transparent aspects of the business.

The Forward reported in 2012 that Horovitz and Klarman were the two investors and that the investment amount was undisclosed. Klarman expected his financing to bridge the organization to self-sustainability.

As of 2026, freely accessible Israeli company databases show Zmanei Yisrael Ltd as a private company, with Horovitz listed as a director and option holder and an entity named SAK Investments I L.L/C listed as an option holder. The free data do not establish full ownership percentages, and the name alone is insufficient to establish ultimate beneficial ownership. Current equity percentages, Klarman’s precise direct or indirect stake, and cumulative capital invested are publicly limited / cannot presently be confirmed.

Because ToI is privately held, it does not publish the sort of quarterly revenue, profit, valuation, or cap-table information required of a public company.

14、One of Horovitz’s most consequential 2012 product decisions was to build a native digital network rather than simply recreate a legacy newspaper on the web.

At launch, ToI presented itself as online, English-language, nonpartisan, fast, and focused on accurate reporting of Israel, the region, and the Jewish world, while seeking a broad marketplace of ideas.

The clearest platform-style feature was The Blogs.

Instead of relying only on staff journalists, ToI allowed accepted bloggers to publish directly. By around 2019–2020 it said roughly 9,000 bloggers were participating.

That gave the site two structurally distinct content systems:

a professionally edited newsroom;

and a more open contributor platform.

The model generated enormous breadth and community participation, but it also produced some of ToI’s most serious governance failures.

15、From 2014 through 2019, ToI evolved from an English news site into a multilingual Israel/Jewish media network.

It launched an Arabic edition in February 2014. Horovitz said the objective was not simply to translate English journalism but to allow Arabic readers to participate directly in the marketplace of ideas.

A French edition followed that same month, and a Persian edition was added in 2015.

The more strategically significant move was the launch of Zman Yisrael on May 1, 2019, a Hebrew sister publication led by editor Biranit Goren. It was designed as an original Hebrew newsroom rather than a translation mirror, with particularly valuable reporting also able to flow back into the English site.

The resulting loop was powerful:

Horovitz originally built a system for “Israel → English-speaking world.”

Zman Yisrael added the ability to produce “original Hebrew domestic reporting → international English redistribution.”

That makes Zman Yisrael strategically more important than a simple localized edition.

16、The local-publication partnership network represents an often overlooked form of asset-light expansion.

ToI developed partnerships with Jewish local publications including the Jewish Standard, Pittsburgh Jewish Chronicle, UK Jewish News, Atlanta Jewish Times, and others. By 2018 the network included at least six Jewish local news organizations. In some cases ToI supplied customized site design and back-end technology rather than merely exchanging articles.

These papers should not be counted as companies owned by Horovitz or ToI.

A better description is:

distribution network + technology network + brand alliance + content-sharing network.

In 2026 the ToI site still listed partner links including Atlanta, Jewish Standard, Pittsburgh Jewish Chronicle, UK Jewish News, and Australian Jewish News.

The strategy allowed ToI to embed itself in the English-speaking Jewish local-news ecosystem without paying the full capital cost of acquisitions.

17、Distinguishing operating assets from influence assets provides a much clearer picture of what Horovitz and ToI actually control.

Core operating assets and business vehicles include:

Zmanei Yisrael Ltd; the flagship Times of Israel site and brand; the Zman Yisrael Hebrew sister publication; the French operation; the blog platform; newsletter infrastructure; podcasts and video products; the ToI Community membership system; and associated intellectual property. U.S. trademark records show THE TIMES OF ISRAEL registered to Zmanei Yisrael Ltd.

The company also possesses valuable assets that do not fit neatly on a traditional balance sheet:

relationships with English-speaking Jewish readers worldwide;

a large contributor network;

partnerships with local Jewish media;

search visibility;

Horovitz’s personal editorial reputation;

relationships throughout journalism, diplomacy, security, and Jewish institutions;

and an unusually high-profile editorial board.

The current editorial board publicly includes former Canadian justice minister and human-rights advocate Irwin Cotler, former Mossad director Efraim Halevy, Start-Up Nation author Saul Singer, and veteran Arab-affairs commentator Ehud Yaari. ToI says these individuals supported the organization from its planning stages and may provide advice; that is not the same as day-to-day editorial control.

The network gives a relatively young digital publisher unusually strong institutional credibility and access to elite policy networks.

18、The revenue model has evolved from founder financing into a diversified media model.

During the startup phase, Klarman’s patient capital solved the central media-startup problem: the organization had to pay journalists, editors, and technologists before it had sufficient traffic, advertising inventory, or member revenue.

Publicly visible mature revenue channels include:

Advertising. ToI currently sells on-site placements, daily-newsletter promotions, podcast audio advertisements, and social-media promotion. Its advertiser materials claim approximately 230,000 newsletter subscribers, more than one million monthly podcast listeners, and over 1.4 million social-media followers. These are company marketing figures, not independently audited audience measurements.

Community membership. Starting at roughly $6 per month, readers support the newsroom and receive advertising and member benefits.

Sponsored or promoted content. ToI’s own ad-free membership announcement notes that sponsored content can remain even when conventional banner and pop-up ads disappear.

Brand and distribution partnerships. The local-media network clearly has technological and distribution value, although the financial terms of those arrangements are publicly limited.

For Horovitz personally, books and speaking engagements are also monetizable components of his professional brand. He has long spoken publicly in Israel and abroad and is represented in the commercial speaking market, but that income should not be treated as ToI corporate revenue.

19、Avoiding a hard paywall is a strategic decision, not merely an altruistic statement.

When Horovitz introduced the Community program in 2019, he explicitly said ToI would continue to make its journalism freely accessible and ask committed readers to support it voluntarily.

That model is particularly well suited to Israel-related breaking news.

During a war, terrorist attack, political crisis, or major diplomatic event, tens of millions of occasional readers worldwide may suddenly seek information about Israel. A hard paywall would sacrifice the moment in which a publisher has the greatest opportunity to establish global explanatory authority and acquire new users.

Open access allows ToI to capture search, social, and direct traffic during crises and later convert a fraction of the most loyal users into Community supporters.

The trade-off is greater exposure to advertising cycles and less predictable reader revenue than a hard-subscription publication. The advantage is a much higher ceiling for global reach.

20、ToI’s traffic is highly event-driven, and the post–October 7, 2023 period demonstrated that characteristic at an extreme scale.

Using Similarweb/Press Gazette data, ToI reported roughly 64.2 million visits in October 2023, up about 604% year over year, and approximately 56.3 million in November, up around 429% year over year. The surge followed the October 7 Hamas attack and the ensuing Israel–Hamas war, when global demand for Israeli news exploded.

Independent Press Gazette/Similarweb data likewise demonstrate volatility. In June 2025, U.S. traffic to ToI reached approximately 23.7 million visits, temporarily putting it among the top 50 U.S. news sites; the following month traffic fell to roughly 12.3 million and it dropped back out of the top 50.

This clarifies ToI’s actual market position.

It is not an Israeli mass broadcaster with a stable, general-population television audience. It is a specialized international news platform whose global English-speaking audience can expand dramatically during wars, security crises, diplomatic events, and major Jewish-world developments.

21、One of the most important 2026 strategic retrenchments was the shutdown of the standalone Arabic and Persian operations.

On April 7, 2026, ToI announced that it was discontinuing its Arabic and Persian sites. Its explanation was unusually revealing: both relied heavily on translations from the English edition, while machine translation now allows readers to access English material more easily. Resources would therefore be shifted back toward original English reporting. The French operation and what ToI described as the “thriving” Hebrew sister publication Zman Yisrael would continue.

The shift captures a major change in media economics.

The 2014–2015 thesis was:

more languages = more international reach.

By 2026 the thesis had become:

AI and machine translation reduce the scarcity value of translation-only publishing; original reporting deserves the scarce journalist budget.

ToI has therefore entered a mature stage in which it is willing to close low-differentiation products and concentrate capital on original journalism.

22、The clearest evidence that ToI is more than an aggregation and commentary site is its investigation of Israel’s binary-options fraud industry.

Beginning in 2016, investigative reporter Simona Weinglass conducted a sustained investigation of a large, internationally targeted binary-options fraud industry with substantial operations in Israel. The series began with the widely noticed “The Wolves of Tel Aviv” investigation and subsequently traced victims, companies, regulators, law enforcement, lobbying, and legislation.

By 2017, an Israeli police superintendent told a Knesset committee that media reports had opened law enforcement’s eyes to the scale of the problem and described deep organized-crime involvement.

On October 23, 2017, the Knesset passed a comprehensive ban by 53 votes to zero. ToI said the legislation arose directly from its investigation; outside organizations including the Global Reporting Centre and later due-diligence industry interviews have also credited Weinglass’s work as a major driver of the ban.

It is one of ToI’s strongest measurable examples of journalistic impact:

investigation → law-enforcement attention → parliamentary hearings → change in law.

It also demonstrates that one of the organization’s most consequential accomplishments came not from Horovitz’s own commentary but from a reporter to whom his institution supplied the resources for sustained investigative work.

23、Horovitz’s biggest achievement was not inventing a new theory of journalism. It was capturing an explanatory layer that the internet had not yet fully served.

The Jerusalem Post and Haaretz English existed long before ToI. Horovitz did not invent English-language Israeli journalism.

What he changed was the product architecture:

legacy English newspaper → digital-first continuous news;

one-way publishing → newsroom + blogs + comments + podcasts + newsletters;

one English product → eventually a multilingual network;

single central publisher → partnerships with Jewish local media;

advertising model → supplemented by direct reader support.

When ToI introduced the Community program in 2019, it said it averaged more than five million monthly unique users, over 25 million monthly page views, and approximately 9,000 bloggers. Current advertising materials claim more than eight million monthly users, 25 million monthly visits, and 75 million monthly page views. Because these latter figures are supplied by the company to advertisers, they should be treated as marketing figures rather than independent audits.

24、The open blogging platform has simultaneously been a growth engine and the source of some of ToI’s clearest governance failures.

During the 2014 Gaza war, ToI blogger Yochanan Gordon published an article titled “When Genocide is Permissible.”

ToI removed the article, terminated Gordon’s blog, and said the material completely violated its editorial standards. The structural issue was that approved bloggers could publish directly rather than having every post pre-edited by the professional newsroom.

The episode illustrates a classic platform dilemma.

To create an inexpensive, highly diverse marketplace involving thousands of contributors, ToI had to decentralize publishing authority.

But ordinary readers do not always distinguish carefully between a Times of Israel newsroom article and a blog hosted on the Times of Israel domain.

The brand therefore bears more reputational risk than the professional editors actually control.

25、The 2015 Josh Bornstein impersonation episode exposed a second weakness: author identity verification.

An individual impersonated Australian lawyer Josh Bornstein, created a ToI blog under his name, initially republished material stolen from Bornstein to establish credibility, and then posted hateful and racist content under the false identity.

ToI investigated, removed the blog, and apologized.

Together, the 2014 and 2015 incidents reveal the essential trade-off in the ToI blog model:

it successfully transformed a news outlet into a large Jewish/Israel discourse platform;

but its early identity-verification and publication controls did not match professional newsroom standards.

Any serious analysis of ToI must therefore distinguish staff journalism from blogger-generated content.

26、The central political controversy surrounding ToI is whether an outlet so clearly committed to Israel and Zionism can meaningfully call itself nonpartisan.

From its founding through the present, ToI has described itself as having no partisan political affiliation and as seeking fair-minded coverage and a broad spectrum of analysis.

In a 2023 independent review, AllSides rated the outlet Center, finding no strong, consistently predictable partisan bias in the material it examined. AllSides also stresses that “Center” does not mean absolute neutrality or an absence of bias.

A Jewish Standard profile offered a particularly useful formulation: ToI is “nonpartisan, although it is strongly Zionist.”

That may be the most useful conceptual frame.

The outlet is not the organ of a specific Israeli party, but it is not value-neutral about whether a Jewish democratic state should exist.

Horovitz has repeatedly defended Israel as a Jewish and democratic state while simultaneously emphasizing democratic institutions, the press’s duty to scrutinize power, and governmental accountability.

As a consequence, strong Netanyahu supporters may view portions of ToI as centrist or anti-Netanyahu, while anti-Zionist critics may regard its underlying state framework as inherently pro-Israel. Criticism from opposite directions is a structural consequence of occupying a Zionist but not party-aligned position.

27、Klarman’s political and philanthropic network remains a legitimate subject for scrutiny, but it does not by itself prove editorial control.

At launch, The Forward documented donations by Klarman and his foundation to organizations including The Israel Project, CAMERA, MEMRI, and The David Project. Between 2008 and 2010, support for The Israel Project alone approached $4 million.

ToI was therefore not born in a politically neutral capital environment.

At the same time, Klarman told The Forward that he opposed Israeli settlements and characterized his giving as support for a strong, secular, democratic Israel alongside minority and social causes. Both he and Horovitz said the newsroom controlled journalism.

The most defensible conclusion is neither “Klarman funds pro-Israel organizations, therefore ToI is his propaganda vehicle” nor “Klarman says he does not interfere, therefore capital has no relevance.”

It is:

the source of capital is relevant to analyzing media power, but the public evidence currently supports an institutional separation between capital and editorial responsibility rather than demonstrated story-by-story political control.

28、ToI has been involved in legal and commercial disputes, but the public record does not presently establish a major criminal scandal that fundamentally changes the nature of the organization or Horovitz’s role.

The Israeli commercial database CheckID aggregates several civil proceedings naming Zmanei Yisrael Ltd, including intellectual-property, labor, and defamation cases. Some were dismissed; others were recorded as wholly or partly accepted; some defamation proceedings remained open in 2026. The database itself cautions that its data and machine translations should be checked against formal legal documents.

Being sued is not equivalent to wrongdoing, and case titles alone cannot establish whether the journalism at issue was false.

The more clearly documented reputational failures remain the open-blog moderation problem, the impersonation incident, and individual corrections.

For example, the media-monitoring organization CAMERA reported in June 2026 that ToI removed an Instagram post after being alerted that footage had been misidentified as depicting an anti-Hamas rather than pro-Hamas gathering.
